Fantasy House Rules?

After my latest game with Bob on Saturday I decided to re-read the 8th edition rules to try to be super knowledgable come tourney time.
As Fantasy seems to, without fail, have at least one rules question come up every single game I thought it might be nice to have a set of house rules to keep things consistent. If something comes up that is not 100% in either the rules or FAQ we can discuss it and come up with some Ordo rulings.
I'll open the flood gates with the following from the game this past weekend.
Can a unit Champion decline a challenge if he cannot get out of base contact with the enemy?
Bobs thoughts, no he cannot refuse. My thoughts, he can refuse. Of course it goes without saying I got the benefit from declining where he got the benefit from accepting.
I've added the following bits from the BRB regarding challenges and champions.
Page 93:
Champions and challenges
Champions can accept and issue challenges in the same manner as a character.
Page 102:
Refusing a challenge
...This character is nominated by the challenger - though he may not nominate... a unit champion - champions can accept challenges, they do not have to. The retiring character slinks off to the bank ranks and is not allowed to attack that round...
Nowhere to run. Nowhere to hide
A character canon refuse a challenge if his model cannot be placed so that he is not base contact with an enemy model - he can't evade his opponent and so must fight for his life. This most commonly happens... if his unit is small and engaged on all fronts, so that every model in the unit is in base contact with an enemy.
