I dont see anything in the pdf that states that you don't have to include a BSB as per how Bretonnia needs one

I'm not sure what you mean by the pdf but I know it says in the army book you must have one. Check the FAQ.
17 men at arms are not going to do anything for you. I'd go for 2 units of 10 bowmen or 40 men at arms.
I wouldn't worry too much if you have to take a paladin as 2 units of knights should be enough at 1000pts.

Question on how the town mechanic is intended, are these separate units of up to 100 or could the 100 points be used to add to additional units?

This is what Grady is talking about, from the FAQ/Errata: The requirement to include a BSB is there, so that requirement is ignored. Even if it weren't, at this points level including both a General and BSB becomes problematic, so I'd recommend waiving it anyway. That being said, I sure do like having a BSB, but can't find a way to fit two Heroes in at 250, so I'll endure without. From now on I'll be calling Grady "The Ladies Man! ben, I'm excited to see how the Chimera works. I think he needs the breathweapon to really shatter untis he charges, so I want to see how he works like you have him. There are lots of big beasties...I wonder how my pewpew magic and gimpy 'letters will handle all that T6. Not to metion the 2+/6++ knight spam. It's been a LONG time since I played against Brettonians...I miss Guillermo! Nick, tell Myko to get on the damn computer and post with us too! Someone remind me how the new Ark of the Covenant works?

Dan used the chimera in a deamo game we played and it killed 20 gors. And the interwebs is full of people praising its greatness. I think it will do fine without the breath weapon but we shall see. Don't forget your killing blow the bloodletters have which will come in handy against +2 knights. What I'm wondering is what I'm going to do with my marauders..I think they are just too expensive now. Hopefully with MoT they hold out for at least one turn. I believe the casket is a bound spell now..
