Impacts would be fun, but I'd rather see something new/fun/inventive.
Maybe force each model to pass an I test or lose one attack as the bull stampede knocks them to the ground...
or maybe make the enemy not count one of it's ranks in the first round's CR due to the effect of mass of cow-flesh slamming in to them...
or maybe just give the cows an extra attack on the turn they charge if they charge more than 6".

I would like to see something similar done with Skaven - a rule that would make them interesting and unique. Bob has heard rumors that the stormvermin might be getting Always Strike First, and while that would be cool, it doesn't seem to me to fit with the theme of the Skaven, as they aren't supposed to be really great figthers - their strength is in their endless numbers. I think I would rather see a rule where Skaven units were unbreakable so long as they outnumbered, or something where all Skaven in the front rank will always get to make their attacks no matter how many are killed. I think that would better represent the idea of a huge pack of frenzied ratmen climbing over one another to get at their target. I think they should be treated almost like swarms - keep their stats in the basement, but make them harder to deal with in big mobs.

+1 attack for moving over 6" would be reasonable
