No no no, that cape was done with an airbrush, but it was then packed up again as it was the first layer. The rest of the model was painted and now just needs some vegetation on the base and some OSL with some freehand nebulous painting on the cape.

how do you do the wings and capes? I recently picked up some stormcast eternals as well and want to do galaxy stuff on the capes It's all airbrush, and honestly something I worked out on the fly as I did it. Started with black. Painted some random purple patterns, kind of highlighted it with pink. Danced around the pink with blue. Put a little more purple on top, then a little more pink until I like how it looked. At this point I covered up nearly all the black so I put another black coat down between the colors to give them more depth. The stars were really easy. Loaded the airbrush up with white paint and pulled the trigger back without air. This gets a drop of white on the tip of the airbrush needle. Then I hit it with air but no paint and it just splatters the white dots nicely. You need a place to practice this so you don't ruin the work you just did. Also, it does need to be a duel action airbrush. Hope that helps.
