I'll clarify here so cause I don't want people going crazy trying to paint in the next two weeks, especially those of you in school dealing with finals and SATs. I'm requiring armies to be fully painted AT SOME POINT during the campaign, not neccesarily by the start. Basically when we begin, I just want to see that people are on their way with it and have a significant amount of stuff done. (My army will be done, of course, but that's only because I'm neurotic. And I actually have an already painted chaos army that I can pull from if I can't finish painting all the stuff I want to field at the beginining) Really what I didn't want is people scrambling to try and drop $300+ on armies and get them all put together in a a few weeks time and then have them completely painted by the end of the summer, because I don't want this campaign to monopolize people's time and wallets, the way these things tend to do with mine. Basically, don't be me So to reiterate, all you need to have in 3 weeks is a fully assembled, partially painted army (like say 25 to 30%) Stuff used in skirmishes does have to be fully painted though, but that's only a handful of minis.

Jason, awhile back we'd discussed having a "bonus" for armies that are fully painted...I think you'd had the idea that if one player's army is fully painted, and their opponent's is not, the fully painted player automatically wins the dice roll for choosing who goes first. Any plans on implementing that idea?

Yeah that rule will be in effect too. I forgot to include it in the first draft of the handbook but will definitely put it in there when I revise it - thanks for reminding me about that one.
